Job Description

The Society of Chartered Surveyors Ireland are looking to recruit a Director of Regulation to cover a maternity cover contract for six months. Interviews will be carried out virtually and remote onboarding for the successful candidate.

The Society is the independent professional body for Chartered Surveyors working and practising in Ireland. Working in partnership with RICS, the pre-eminent the chartered professional body for the construction, land and property sectors worldwide, the Society and RICS act in the public interest: setting and maintaining the highest standards of competence and integrity among the profession; providing impartial, authoritative advice on key issues for business, Society and governments worldwide.

This role plays an important part in the Society’s overall strategic development and will require the candidate to demonstrate a high degree of initiative.

Reporting to the Chief Executive Officer, the successful candidate will acquire an opportunity to play a responsible role in the continued implementation of the Society’s regulatory framework which aims to ensure the best outcomes for the public, consumers and members of the Society and operates in a proactive, efficient, and cost-effective manner.

The Opportunity

Job Title: Director of Regulation

Reports To: CEO

Term: Full Time & Fixed Term

Hours: Normal hours of work will be Monday – Friday, 9.00 am - 5.30 pm.

Location: 38 Merrion Square, Dublin 2.

Duties and Responsibilities

Fulfilling the obligations of the Society as a self-regulatory professional body which will include the following:

  • Acting as Secretariat to the Standing Committee on Regulation, the supervisory committee responsible for the development and implementation of the Society’s self-regulatory framework
  • Disciplinary Case/Complaint Management - Administering the complaints handling procedure and Professional Conduct investigations & hearings in accordance with the Society’s Professional Conduct Rules, Disciplinary Procedures and Sanctions Policy
  • Compliance Monitoring – Executing risk-based regulatory schemes for monitoring compliance such as Continuing Professional Development monitoring and the Valuer Registration Scheme
  • Engagement with the Royal Institution of Chartered Surveyors (RICS) – Continuing dialogue with the international professional body for surveyors (RICS) delivering consistent regulation to dual members practising in Ireland

Fulfilling the obligations of the Society as registration body under the Building Control Act 2007 for the use of the titles “Building Surveyor” and “Quantity Surveyor” which will include:

  • Acting as Secretariat to the Statutory Admissions Boards responsible for the assessment of applications to the statutory register ensuring an effective and efficient application and assessment process for both candidates and the assessment board
  • Disciplinary Case/Complaint Management - Administering the statutory complaints handling procedure and Professional Conduct investigations & hearings in accordance with the Building Control Act, 2007

General member support and customer service on matters of compliance and regulation

  • Providing the highest standards of quality and customer care responding to queries from members, member’s clients/consumers and the public generally

Key Competencies

Essential

  • The capacity to analyse the requirements of SCSI’s and (legislative) conduct rules and disciplinary procedures and the ability to apply those procedures to a variety of circumstances
  • Ability to ensure that the highest standards of quality and customer care responding to queries from members, members, member’s clients/consumers and the public generally
  • Good standard of literacy and effective written communication skills
  • Effective verbal communication skills
  • Excellent interpersonal skills at all levels
  • Ability to use standard office IT packages
  • Ability to work on own initiative and as a team member

Desirable

  • A third level qualification in law, business, property or construction.
  • Experience in the monitoring and investigative processes of a statutory or professional body.
